The Internet Commission is a not-for-profit organisation founded in 2018. It has established an approach to independent evaluation that aims to contribute to a positive cycle of smart regulation and corporate digital responsibility. More information at www.inetco.org.

The Internet Commission recently launched its Accountability Report 1.0, an independent review which looks at how organisations take decisions about content, conduct and contact online. The first cohort includes a number of high-profile participants: the BBC, Tinder, Meetic, Epic Game’s Popjam and Sony’s Playstation. The report focuses on eight ‘key challenges’, including safety by design, customer focus and moderation technologies.

With permission to ‘look under the lid’ at content moderation procedures and practices, confidential data were first collected, and interviews were undertaken, to create individual case studies for the participants. These case studies were then redacted and combined into a single case study, which formed the basis of a benchmarking workshop for all the participants. “The Internet Commission asked the right questions and understood the issues that threaten child safety online,” said Rebecca Newton, Head of Trust and Community at SuperAwesome (operator of Popjam). “This holistic evaluation process also provided us with the unique opportunity to collaborate with a diverse cohort, sharing in confidence the content moderation challenges we face as well as innovative best practices.”

Around the world, lawmakers and industry are grappling with how to make digital spaces safer and fairer. For policymakers, the report’s findings can inform digital policy and smart regulation in Europe and beyond. For the companies themselves, this process of independent evaluation has provided the opportunity to demonstrate leadership, responsibility and to build trust with users.

The Internet Commission is expanding and looking to secure additional reporting partners to participate in its second reporting cycle.
