Using ICTs to tackle climate change

The report shows ways to meet the requirements of the three main pillars of the Bali Action Plan arising from COP-13 in December 2007

Commissioned by GeSI and the International Telecommunication Union (ITU), the report shows how ICT can be used in a number of ways to meet the requirements of the three main pillars of the Bali Action Plan arising from COP-13 in December 2007: enhanced action on adaptation, cooperative action to reduce greenhouse gas emissions, and actions on mitigation of climate change. ICT can address these and other problems that all countries (particularly developing countries) face with respect to climate change. ICT can also be used to mitigate the impact of other sectors on greenhouse gas emissions and to help countries adapt to climate change.

The Conference of the Parties in December 2007 (COP-13) developed the Bali Action Plan4. This calls for:

  • enhanced action on adaptation, taking into account the needs of developing countries that are particularly vulnerable to the adverse effects of climate change;
  • cooperative action to reduce greenhouse gas (GHG) emissions; and
  • actions on mitigation of climate change, including reducing emissions from deforestation and forest degradation in developing countries.

This paper will show how ICTs can assist with each of these actions.
